WASHINGTON — The candidates for Congress, by Illinois congressional district, with their cash-on-hand totals as of Oct. 18, as reported to the Federal Elections Commission. Some candidates may not have filed reports because, under the law, their campaigns are not active enough to be required to do so. Incumbents listed first.
