Residents voice concerns over utility bills

PINCKNEYVILLE - Citizens let their voices be heard about utility rate increases they believe came "too fast, too hard" at Monday's city council meeting.

The council voted late last year to increase natural gas and water rates by 25 percent in order to bring the cost-profit balance to a break-even point.

The increased rates came at a time when cold weather and a December snowstorm also struck the city. Residents at Monday's meeting complained their utility bills skyrocketed, doubling in some cases, and they wanted to know what the city planned to do about the problem.

"Do you know how many people you're going to run out of here?" asked resident Cathy Foutch, who said she experienced a tripled bill on an uninhabited property she maintains for her sister.

Mayor Joseph Holder explained to residents that the city only passes along the costs associated with purchasing natural gas and does not make a profit off the utility sale. Natural gas prices usually follow trends with oil, which reached more than $100 per barrel earlier this month, he said.

"It all hit at once," said Commissioner David Stone. "Bills going from 50 to 150 isn't all our increase."

Stone and other commissioners told the concerned residents they too are faced with the same rate hikes as the public, with Commissioner Ruben Davis noting an increase in his bill from $88 to $202. Many of the residents, including Foutch, said the problem doesn't lie with those who have jobs but those on limited and fixed incomes.

Perry County has one of the highest unemployment rates in the state, which residents said leaves many Pinckneyville citizens unable to handle the utility increases. The council told the crowd they are doing everything possible to attract more business to the city.

"We're grasping at every straw that comes our way," Davis said.

When residents asked if a more gradual rate increase implementation process could have been used, Holder said gas rates had not been increased for 10 years and water for seven. Gradual implementations should have begun during this time frame, he said.

Commissioner August Kellerman told the public that with Pinckneyville's financial situation at the end of 2007, the increases were an imminent measure to reduce the city's expenses.

"The state would have been running this city (if nothing were done)," he said. "That's how close it was."

Mr Stone said help should be available by spring. yea we don't need heat then, maybe cheaper to use electric heaters Elderly & poor need help now. What ya going to do? Nothing, I suspect. Holders says the past council is makings us pay for it now typical, have to blame someone else and this council is making sure of that. Just how does it work if the State
takes it over, does that mean this council is dormint and does not have a say? I am willing to try it, could it be worse than the bozos in there now? I can't wait until our tax bill comes out, this council raised then 100%, Are we going to stand by and let them get by with this? Let our voices be heard! "

If so why did the mayor nor any council member show up at a scheduled appointment by two businesses that flew into town interested in looking at the Tums bulding. " i don't even see where they are blaming the past council in this article. It's the citizens not wanting to pay the rate that the gas cost. The people using the gas should pay the price for it. I too have an empty house but I sure didn't see that bill triple. Maybe we should stop exaggerating quite so much. Quit listening to all the stories, and stop telling so many tall tales. Maybe people need to do a check on their own spending learn how to not live so lavishly. "

We have an excellent mayor who just likes to get things done, one that doesn't crucify those who came before him, or those who question him. I also would like to say I am sorry to hear Mr. Buddy Day was fired as police chief. Thats a shame considering he dedicated most of his life to the police force. "

" Excuse me Mr. Holder, one more time you assualt the others in your continuing battle to make you and your council look pristine. I was at the council meeting last night and listened closely. You must not lead this town down the road that you led your Disney like business.
Face reality and either step up or step down. I have never heard Duquoin Mayor Rednour Butcher previous leaders. He sees jobs, looks for the best way to get it done, in the best interest of Duquoin. And appoints people or lets his council proceed properly.
There seems to be much time and energy wasted on who did what. When an interesting thing is going on behind your closed doors. Or should I say "Above your head".

We are tired of the blame game. Call a truce and proceed with business and see what they can do to make things right and not point the finger any more.
I was told they already made their own multi-thousand dollar mistake in paying a roofing company for work and material not provided on the city hall in the past month.
I can't say anything. My job would be at stake. Look into the bid, ask questions, the one in charge knows what it is. Care enough to help us...Please.
